Yeah, you can’t quest there past 20 and get items scaled past level 20. If you kill boarhide on a max level character it’ll be level 20 (as opposed to 60). All start zones are 1-20. Can also see this by mousing over your map to look at level ranges

The highest boarhide can go to is 20, due to Elwynn being a 1-20 zone. Good luck on everything else though man

For farming any epics I would recommend a medium to low pop RP realm, even if you can’t server hop and can only snag an invite to phase you elsewhere. RP realms are least affected by xrz and I would also suggest WM on, I’ve ran into significantly less people with that setting
