stormheim took me like 1 hour 30 minutes to 2 hours at 60% walkspeed on my hunter.

Most of them spawn relatively quickly actually, just the neck one and the hunter one take a while to spawn pretty sure.

Perhaps, but you would be surprised at some of the op things that blizz has led slide for a while. PvP power I could fight 3 geared 110s with my 99 resto druid and it took them a while to be disabled. Twinking really isnt noticed much by them unless something is really popular or game breaking...

Just a theory, but they could've set up the items for wod differently than Legion, before scaling was in a solid foundation. Legion started much more getting into the scaling trend, while WoD had very little of it. This may have determined how easily they could handle the items. If i know...

No, it doesnt work that way. they didnt manually set it up with lvl requirements like they did for this one. I dont think they are effectively different items. We are basically guessing on how it works, so I don't think we will arrive at any conclusions.

Yes, but they specifically had the level requirements for each version. it was intended for this item to scale, and to have different level requirements. They probably manually made different versions for these items, or just had a formula do it for them.

Yes, but this was specifically designed this way, it was basically a scaling item from 101-110. Not after the fact changed.
