I farmed at the Quarry in Gorgrond, but I didn't farm extensively. So I think this might be a case of the mobs you are killing are different levels? If you kill and loot a 20 mob it will drop 20 armor etc?

The thing to remember is that loot scales off the level of the mob you're looting - not the level of the player. In most cases the mobs scale to your level, but in some expansions or dungeons the lootable mob will be +1-4 levels higher than you. This is why if you take a level 17 into...

I don't use those very often in Wargames. I spam Healing Surge otherwise you lose too much casting time. Why are they the worst? The spikier the damage, the more powerful our mastery becomes. 3k+ healing surge crits is no joke.

I spent months before SL pre-patch buying any level 43 epics I could find. Skullflame Shield was one of them. I have 2 and sold a third. I have not seen any confirmed drops for level 20 or lower since the squish went live.
