Correct. It does not persist through death. It does allow you to take Inscription & superior to flask but more expensive.

Also if you're going to buy these you may as well stock up on some Greater Arcane Elixirs and some Elixir of Greater Firepower. I haven't tested the Firepower elixirs but the tooltip reads spellpower, not fire spellpower like all the other iterations of this elixir (frost/shadow etc).

Already checked. Its 17 intellect on PTR. Level 19 1h go to 19 Intellect (+1) & 5 stamina (-1) and secondary stats can go 5/2 or 4/3 for max stats (7). Level 17 weapons and OHs are nerfed and no longer worth having.

That's not the correct vendor. The bug applies to Wrath Dalaran sewer vendor. Currently shows level 20 requirement. But the one I have equipped has no level and I take it off and on no problem.

Void storage has always been a bit bugged on PTR and scales gear to your chars level regardless of live. SOMETIMES items have slipped through in the past.

Where did you loot it? Was the mob that dropped the item previously level 63-66?

I am here to say that after trying out crit and haste builds, I was wrong to stack pure crit and I am now favouring a balance of the two. The reduction in cooldown times is too powerful to ignore. Thanks for the guide.
