@Donor is correct, non-scaled items can be looted from chests (also some mobs have two separate loot tables that sometimes drop scaled and an non-scaled green BoEs at the same time). The three items that you listed fall under these parameters: https://www.wowhead.com/item=14376/sanguine-cape...

Those who had 10 levels banked before the required experience squish had an extra banked level "gifted" to them.

Major Update: Our GM made it much easier to contact him in-game: You no longer need to alt-tab out to look up the Alt Num Pad code for one his "a"s. The Alchemy Kits are very slow to put together... Credit to the (A)Mazing @Dform for going crazy with our Enchants Bank Tab!
