At 110. I dont really understand why, but that's where they are completely focusing their catch-up mechanics. Next patch you can just buy artifact knowledge levels with resources up to level 15. Literally no inkling of ever benefitting anyone sub-110.

Quests arent available if you dont have a level 3 garrison on that 100+.... for example demon hunters. Kind of a pain in the nuts gathering that much resources from scratch if there's no ogre caches on your AH.

But persistently early on i would get like a 40-50% drop rate and now its lucky to be 30%. I know it's "random", but it's noticeably lesser... if it's not just confirmation bias on my part. I dont feel that it is.

Find or make a group, like the OP is suggesting, and have other people pull for you... if you're intent on solo with the druid you're better off just swapping to boomkin for 45 yd pulls into your AoE. For solo, boomkin will likely out-perform a brewmaster because they arent limited to 30 yd...

MK doesnt have a single one. You're talking about maybe 1-2% difference in having and not having BoEs... against people that wont even have artifacts. edit- in instanced PvP, that is. Artifacts are the twinking at 99, Filling every slot with BiS is mostly just for swag. All our extra traits...

I have a 102 blood with zero leech and a 101 with 20+% and i cant solo Kazzak on the 101 yet but can easily on the 102. The 102 is 775 and the 101 is 744, which matters, but leech doesnt bridge the gap remotely... which i hoped it might.

Focus on the Six Feather Fan for ENH, it does stupid damage that scales for ENH. (nature dmg i think) As far as leech, i've got like 26% or something on my ENH and i still have to cast heals from time to time. Could just be an ilvl thing, or a i suck at ENH thing... i'm not sure which yet...

You should be able to get much higher than that pretty easily with BoE epics. Holding out for high ilvl or specific tertiary stats and/or sockets is the only reason it should be difficult to acquire several - the demand cant exceed the supply forever.
