Destiny Proc stack yes. And runeblade speed boost doesn't stack with itself.

Skull flame is untouched but blade of eternal had a roughly 30% proc dmg reduction however the ilvl boost made up for some of the loss and also greatly increased its stats making it an amazing choice!
