Yo, I looted one of these while looking for a Essence Focuser. I sadly looted it on a level 20. I'm almost 100% positive it was from a chest in Zangarmarsh. Kind of seems like it may be more rare than some of the other boes. Also, outlaw rogues can track treasure, makes it super easy.
