The only way this would really be viable is if guilds set it up for games on the PTR; at least then everyone can afford to ding their fully-geared 19's to lvl20 without having to worry about it. Even then it's a logistical pain to try and organize / inforce rulesets.

I've seen a lvl15 mage with the title The Explorer, so it is definitely possible to get it in the 19's bracket. Though it's not exactly possible with any already-existing twink...you pretty much need to reroll and start exploring from lvl1.
