if you want a chardev go look at the stickies at the top. there is an enhance shaman chardev. also try looking at one of the large 24 guilds on wowarmory and look at there shamans. DERP Enhance Shaman - chardev 9 Ele Shammy - chardev 9 kratos made those. not...

spell hance isn't viable anymore. I think they changed the mechanics of it

yea and not just casters. I believe the only class that isn't effected by resistance is a warrior at this lvl. i.e. explosive shot, judgment, frost shock, crippling poison etc...
