The problem is that you have aged since you last played and according to science your reaction speeds are now slower, therefore the bracket appears more bursty

I think this might be a case of 20 happening to be the correct level for Hurricane to start dropping. Looking at wowhead it defaults to level 21 https://www.wowhead.com/item=2824/hurricane These are the other weapons now scaled to 21...
