Honestly there is almost no incentive to play 89 with the often upwards queue times of 15-25 minutes when you can play at 99, feel more like a twink, and get consistent 1-3 minute queues.

That's not always the case, it used to be much easier to get your account back, but there are plenty of cases these days where the person who hacked the account is able to change all the information by contacting blizzard, at which point you are completely SOL.
