Currently these don't exist. I suggest everyone with a STR based char makes a ticket about it. I have a few times and they make it seem like it's an accident that they aren't available.

Has anybody been able to get a twink deleveled in the last year or so? I've been trying to get my TBC 39 with head enchants and a bunch of GF geared deleveled from 42 for a long while with no success.

Ah wasn't sure, saw some shittier green weps up for some decent gold. Guess I'll just AH them and see what happens.
