Can we get high ilvl items traded to use by a high lvl to gain more stats than if looted by a 29?

I am pretty sure I saw them linked ingame. When they scale they are worse than say TOC trinkets for example.. Correct me if I am wrong, but there are better options than these?

Didn't chops test the +4 main stat gems and confirm that they only grant +3 main stat? Did anyone actually test if they provide +4 or if they are only +3?
