EU+US BIS Fury off-hand? with weird scaling

So while checking ah on a few random servers where i store gf stuff. i found this weapon on AH.
[Gargoyle's Bite]

I have never seen that wep before for 10-19s so i had to wowhead it. It seems to be a 20 wep before the new scaling thing.

But whats weird about it is the ilvl and the lvl req. so since its after the new scaling thing it should have 23ilvl as a lvl 19 version. But its 25 ilvl as a lvl 17 version. which leads me to belive at its still possible to get with this scaling and if so how would a lvl 19 version look like?

Anyways for fury warriors this might be a really nice options as offhand cause of the high str and versa + the min/max damage. it seems to be better than [Executioner's Sword]
and it also seems to be better than [The Pacifier]
i checked BG weps and unless you have low hp i would use [Gargoyle's Bite]

Let me know what you think about this wep i found. and is it still possible to get as a ilvl 25 version?

World drop weps scale lvl 17/22/27 with +8 ilvls, so thats the best version for 19s
World drop armor is 15/20/25 with +8 ilvls

Good find. Some of these weapons scaled down are going to be interesting. Hoping there are some better ways to farm them that come out. The lockpicking stuff looks interesting.

I have one lvl 20 I lvl 25 presquish do they always have the same stats?

Just had this drop off a SFK chest. same iLvl 25 but it requires lvl 20.
