Is it worth getting the postmasters set and both the cloak and boot enchant for move speed or is there a cap that would make another enchant better?

I'll be honest and say I don't notice the difference in speed really. Most of the long distance you'll mount. I will say running the enchants, postermaster set, and shadow talents make me crazy fast. I'll test to see if they stack later and give you a better answer but I'm not sure the level of difference they make. Also unless you are just building for pure haste, the postmaster set isnt bis beyond its two set bonus.

Looking at your priest i noticed you have a stat speed on your boots, i'm 90% sure only the vanilla minor speed stacks with the cape enchant.

Best way is to get dejacharstats (addon that can show you your speed) and try it out.
Typically at lower levels we see that only minor speed stacks with other speed boosts. Hybrid boot enchants (ex, boar's speed) don't stack with Gift of X enchants to cloak. They also don't stack with Ghost Wolf/Cat Form/Travel Form. The arathi basin boots are the same way.
We don't have anything with speed rating, which is what the postmaster's set looks like? So not sure there.

my 46 spriest has 117% with minor speed + 2% cloak + postmaster's so yes, they do all stack

maybe because you can't equip boots if you want the speed setbonus from postmaster lol
