I can confirm that the level of NPCs does matter when it comes to greens. Farmed level 24 - 25 mobs in southern barrens on my 19 twink and almost every green item had req level 16 with ilvl of 19. Also farmed in Duskwood where the mobs are 18 - 19 on the same toon and the green drops scaled to...
