I am not sure about that. I do know if you're having a tabard (from Stormwind City as an example) in Halls of Lightning, that normally gives reputation with Alliance Vanguard etc. you'll receive reputation with Stormwind City. So my guess would be that if you're wearing any kind of tabard...
