Are level 20 ftp's able to do heroics?

Yeah, it's 20, except for blood of the rhino (which seemed to be the very best). I was really disappointed, but I read somewhere that I think you need to be 60 for that.

This isn't making sense to me. Mist piercing goggles are ilvl 90. That's 66 ilvl's above 24. If each ilvl increases your primary stats by 0.1%, then this difference would make a 6.6% increase. That's better than the 5% increase from amor-type bonus. So why do you say it's worse?
