Different sets have different breakpoints. After each a Vers, Crit, Haste and raw AP complete set of gear your bags are pretty hefty. With many sets you will need many interim pieces while you are finishing them as well. You can't all be so shortsighted as to not see the use in gathering good...

Well... It's very rare that a single set of gear will be enough to fill every nich a character is capable of. How do you know what's good if you haven't tested everything yourself?

None anymore. Within a patch or so essentially all benefit from having a 11X twink will have been removed via Blizzard Fun Police. By the time you are geared enough to reap any benefits it will be too late.
