Not entirely sure what your question is, or what content you will be tackling, but old raids are considered "legacy" beyond a certain level (I believe 35) and your stats far outweigh the raid content. You will have no problem clearing old content.

Has there been any clarification about the new TW dungeons? Vanilla or current versions?

It’s been that way for a long time bud.

You can farm it multiple times a week on the same character. Don’t kill any bosses on that side, and Precious will respawn with other trash mobs.

The new human racial is pretty lame…

It’s grandfathered for toons below the raid entry level, otherwise it’s always been around.
