Just to make sure, if you were to enter a dungeon that is normally above your twinks level requirement (ex. Uldaman is 40 req for me at 39) with a higher level, grab the quests with the higher level and turn on party sync will you be able to see/complete the quests on your twink?

Nothing procs as of PTR patch 8.2.5 . No luck with Destiny, Hand of Edward the Odd or Cloudkeeper Legplates.
