not taking into account player skill a level 79 twinked character is much stronger than a 70 twinked character.

to answer your question, yes they are still good 79s are a lot better but you would be fine on a 70

you can farm demon band on a high lvl from the chests in sfk, they dont scale and will give you a 19 version.
