You are right - my bad!

There are no weapons drop from Legions dungeons (or raids). In that xpac every toon got an artefact weapon from the very beginning that they had throughout the xpac. Therefore, no weapons dropped from Legion dungeons or raids.

I have a couple of lvl 10 protection / retri paladins and its great fun, so I can absolutely vouch for this! With a lvl 10 paladin - protection as well as retribution - it is absolutely possible to solo every available dungeon as long as you don't rush, as they don’t have any AoE at this level...
