The difference there is the character is lower level than the new gear requirement. According to Wowhead, the 70 gear will still be the appropriate level for a 70 to equip (27), you just won't be able to obtain it since you can't enter the level 30 raid.

Had one up on EU Khaz Modan for 2 weeks, went from 400k to 200k and still not sold. On the one hand there's the 910s now, but on the other hand if the source of those is fixed then the 810s are the next best thing and they're not obtainable either :P

810s were so rare because they were the result of some special case bug (which we still don't know the full details of) that caused the bonus id's to get stripped when looting them from a lockbox, leaving it as the default 810 lvl 101 version. Any titanforging caused the relic to get a 110 level...

Got an 810 Fel relic on Eredar (EU - Alliance). It's on the AH for 300k or we can trade for your Life relic.
