Could you add this new bracket to the forums please. 'cause this one seems to be the new real deal for twinking. Leveling up your Artifact Weapon and stay at 109 may have a huge advantage over all those "i have to level my 100 to 110 and i wanna do a bit pvp here and there".

I don't have beta access yet but I'll try to get as much information as possible on scaling and such for this bracket. You don't scale with gear but you scale with item level. And artifact traits will work. https://twitter.com/WarcraftDevs/status/664175903707017216

Good idea, but maybe a bit early...
Btw afaik nothing scales. Everyone will have, upon entering instanced PvP, predetermined stats, and your gear won't affect your stats unless they have higher ilvl (and even then it's only a 0.1% stat increase pr average ilvl more than the general average ilvl of that bracket)

I know. But normally a twink is able to achieve higher item level than just someone who levels up. And on top of that ... the artifact traits which are really, really strong.

True, the weapon might be a dealbreaker. Are you able to max it out without hitting 110?
 
If you watch just about any legion alpha PvP footage you will see them using their artifact traits in PvP instances. Also, if you're at 109 you will have access to higher ilvl gear than anyone that is a lower level than you are.

I thought it would work as well, since it's pretty mich the only weapon people will have.

But will the items with high ilvl have higher ilvl than what everyhing will be scaled to?

Good question. I don't know, but it's safe to say a 109 twink will have a higher ilvl than just about anyone leveling through the bracket.

Well yes if anyone will have the opportunity to boost their ilvl it would be 109's, but the question is if it will be enough to get them above the cap.

Furthermore, aren't all the different zones scaled to your actual level, so quest items with higher than average ilvl that we know from other brackets like Enil's Brand and Inferno Robe

They are but I don't know how the reward system works.
a?) Let's say you are 104 and normally get 740 quest rewards. So no matter where you are the quest will give you 740 rewards, dynamically like timewalking.
b?) Let's say you are 104 and normally get 740 quest rewards. So you are in zone1 and get 720 rewards, zone2 760 and so on. ... wouldn't make any sense imho.

Quests difficulty will scale with your item level anyways so why should you do quests in a zone which give you a lower item level as a reward? a) seems logical to me.
 
All of this guessing about stuff we don't know about spread across several different threads becomes a bit redundant after a while lol.

But, the beta servers are up and apparently players are only allowed to create level 100 characters to level up to 110, so one could watch a stream to get some actual facts and maybe look at quest rewards/crafted gear/dropped gear on wowhead or something....I do have a good question though: Does anyone know what the gear scales up to in the 100-109 bracket?
 
I paid no attention to it since it was six months old. There have been numerous changes in the development of Legion since then.
This part hasn't changed so far. Still linked in the beta patch notes from 2 days ago.

Furthermore, any set bonuses, enchants, Legendary bonuses, or trinket effects will be deactivated (although your Artifact and its related Artifact Powers will remain active).

PvP was deactivated yesterday but they want to activate it later today. Watching toweliee and co on twitch. I'll ask them if they enter a battleground / skirmish. We'll see.

toweliee is 101 right now, finished a quest and the item reward had 695 (green).

Every Zone has a mainstory, the endquest of those, all give an item level 800 piece, even at 101 (maybe you can complete it at 100 aswell). BUT if you think about a 109 twink, i wouldn't do a single quest or mob kill before being 109. Because legion has the same random upgrade proc crap for loot like draenor has. And in your order hall you can unlock a perk which will increase the upgrade chance for rare / epic / item level (like war mill in your garrison). And all the quest rewards scale in item level due to the level your char has when turning them in. So turn in all quests at 109 means way more chances for epic upgrades on important gear. Don't know what item level it will be but i think somewhere between 820-830 and this would mean that it will be higher than the starter pvp gear for 110s (which is 810 right now). We'll see.

Nice man! I was just watching Bajheera's stream from yesterday and he only made it to 101 as well. Looks like leveling in Legion will be a bit reminiscent of leveling 85-90 in MoP as far as how long it takes....nowhere near as quick as WoD leveling haha. Edit: if we need to wait to turn in quests than it looks like twinks Will have to find a few good spots to grind mobs.....kinda like those packs of worms on Timeless isle...UGH
