I see every twink with this enchant, Does it stack with the cloak? I read they no longer stack and if they don't would rather get Greater fortitude.

Minor speed to boots (only the speed with no other stats) does stack with the WoD cloak enchants.

I haven't heard otherwise but i think this warrants another look to make sure. Does anyone have a way to check speed, maybe via addon?

You can check your movement speed by looking at your character info (C key) and under general it tells you your movement speed.

Oh OK I didn't think it showed it for some reason but just checked... Can confirm 10% for cloak and 10% for boots.
