Hey what's up so I have heard a few friends mention this issue and when I went to swap out shoulders on my monk, I realized I had the same issue where my BOA was 605 but the item enhancements had a max ilevel of 600. I'm not sure if there is already a thread on this or if people have other work arounds, but I found a very simple solution without needing to have an alt of a lower level.
I remembered that BOAs from the vendor were to be ranked UP so I had wondered if they sold the ranked up versions once ranked or the 0/2 version. Bought a pair of shoulders and they stayed at 0/2 despite me having the upgrade to 2/2. Enchanted them there, mailed them over and gg.
The only downside is you will have to buy the BOA which can be somewhat steep in price if you don't have much gold, however it's a much better solution than having to level up a toon or any other funny business.
