Enchants without a higher level character?

So i'm thinking about making a US account, but im wondering if it is possible to get the level 85 shoulder enhants and such applied to heirlooms without having to level a character to level 85?

It is not.
However depending on the class you wish to play some leg enchants could be applied for you to Blackened Defias Legs or whatever other viable non BOA leg pieces you can think of.

You can get borean applied. At least to BoEs. I have not tried to a heirloom in a "do not trade slot".
I don't have anything higher than a level 20 on BH and I support my twinks very easily. Gold is easy to make there.
You can make yourself a DK and level it up to 85 in no time flat. Just sit aside a few min (30-45)each time you play to level your DK up a bit. And before you know it you will be done.

Glove Reinforcements can also be done to BoE's via a higher level Toon (that's not your own). Unfortunately you have to trust them because they must have the BoE Gloves in their inventory to apply the Reinforcements.
