Would this be even remotely viable? Maybe go Night Elf for the extra Dodge chance and Shadowmeld for re-stealths? I feel like enchanting gear with Dodge coupled with the possibility of one or sometimes both Windwalks proc'ing from your weapons would offer some pretty absurd Dodge %, but I may be totally off on this. Is there any websites or calculators that don't require you to log in that would let you plug in numbers for character level and stats such as Dodge, Parry, etc. to see what percentages you'd actually achieve?

It's no longer possible to get "absurd Dodge %" at any level. The most you're going to see might be in the 60's or so for a short time while procs are active. This is in large part due to the massive reduction of Agi > Dodge (Blizz didn't totally remove the component, even though they said they did, Agi still gives a teeny tiny bit of Dodge). That said, why not still try it out for yourself and see how you like it?
