War Mill (and whether to keep it)

  • I'm doing some soul searching in regards to my current 99 Shaman and upcoming 99 DK and thought I'd ask here since I can't find anything with concrete evidence either way. Once a 98-99 has completed every single Quest in Nagrand and Spires of Arak as well as upgraded all 20/25 of the Followers you use daily, what exactly is the point of the War Mill over other Buildings? This can also be asked about the Salvage Yard. Since no Character below Level 100 can upgrade any Building past Level 2 I will specifically refer to Level 1 and 2 "Perks", here is a direct quote of Blizzard's in game tool tip.

    WAR MILL:

    - Level 1 = Doubles the chance for your quest rewards to get a rare or epic bonus Upgrade, and increases the potency of the upgrade. Allows the collection of armor scraps from the orc clans of Draenor for armor transmogrification use.

    - Level 2 = Opens up work orders for follower weapons and armor in exchange for garrison resources. also, new armor transmogrification items unlock.


    1) Does anyone have PROOF that LvL 1 effects the daily Frostwall Tavern quest Sky Dancers looted gear? I have 34 clears of Skyreach (about 25-27 of those the daily quest) and not one single pc has even gotten Tertiary stats on it, all of them have been iLvL 600 from the Trove of Smouldering Treasures.
    2) LvL 2 doesn't effect gear drops in any way, only the ability to gear up your Followers faster.
    3) As for Salvage Yard, you cannot get the Player Loot (iLvL 610) from a Level 2, only a Level 3 so what's the point after all your Followers are fully upgraded, other than the odd chance at BoE's to sell.
    4) Does anyone have any PROOF that LvL 1 War Mill effects Treasure looted gear and/or gear from killing Rares in Draenor? I would like to think it does, but I want actual proof.
    5) Does anyone have any PROOF that LvL 1 War Mill effects gear drops in Skyreach (the only Dungeon a 99 has access to via Random, even though Auchindoun is also on the list). In those 34 full clears of Skyreach I've had a few pcs drop with Tertiary stats and iirc only 1 item Warforged to 615. What I'm specifically after (as an answer) is if the "double chance for upgrades" effects the frequency of Tertiary stat and Warforged item drops in Skyreach.
    6) Although I doubt this would be tied to the luck chance, does anyone have any PROOF that an item can Warforge AND have Tertiarty stats (or a socket) on it from Skyreach? I have yet to see this happen but with personal loot there are far too many combinations of gear drops that I'm actually shocked when I get anything, even a plain iLvL 600 to drop.

    On a different note, does the old "glitch" still work where (5) max level Character que for a specific Dungeon (say Iron Docks as example) then once the que pops nobody clicks yes, one players gets removed and a lower level Character gets invited (before the que ends) then the original 4 accept the que so that the low level is teleported into the Dungeon? This used to be the way Level 10's got the Hallow's Eve achievement for killing him, not sure if it still works.

    Hopefully MyPerfection will read this, that dude seems to know a ton about the 90-99 Bracket ;)

    1) It has no effect on daily quests.
    3) Salvage Yard has no effect for twinks.
    4) Has no effect, an upgrade proc will always be +10 item level.
    5) Has no effect in dungeons.
    6) I've seen a lot of 600 items with tertiary stats (never with a socket) and i've never seen a warforged item with a socket or 3rd stats

    The War Mill perk does exactly what it says, upgrading quest rewards (dailies don't count). Instead of +10 / +20 item level it gives +20 / +30 item level with an increased chance.
     
    Thanks for the reply, I pretty much figured what you stated. The only difference is I have indeed gotten a 600 item with a socket, it just had crap stats for my Shaman so I vendered it. I guess I'll just keep at it running Skyreach ad nauseam until I get the gear the way I want it, also Timewalking.
     
    I'd argue to keep it if you're still in the chase for the 600+ ilvl shoulders. Plus you use it to upgrade followers up to 675ilvl to give you a chance at both mount and the BoA trink.
    Right, the point of the thread is to address the War Mill's usefulness AFTER you've got all your Followers to 675 and completed every single Spires/Nagrand Quest. I'm 100% complete on Quests and I'd wager 65% complete on Followers so I still have a while before I want to replace it yet. The 610 iLvL gear Garrison Missions come regardless of having Followers at 675 or not as it's technically a Level 95 quest, or something to that effect, it's just a rare Mission.
     
    Well you kind of answer your own question. If you're good on quests, but stil would like to finish gearing followers then you keep it. But if you cant be bothered with doing anything garrison wise then pick any other building. Yes the gearmissions come regardless and based on luck, but was not arguing that.
    Am speaking in generalities on both posts.
     
    Indeed, I just wasn't sure how technically accurate Blizzard's tool tip of the War Mill was. Blizz is famous for stealth nerfs, stealth buffs and broken tool tips. I guess I just wanted clarification from others who have Twinked 90-99 much longer than I have. I know some of you have been doing so since around Jan.

    Alright while working on my second 99 Twink I proved to myself that [MENTION=18179]MyPerfection[/MENTION] is correct in regards to Rares. I hit 98 and did the go-see quest to start Nagrand and the moment I landed NPC Scan went off for Grizzlemaw so I decided to kill it. He normally drops an iLvL 610 Blue Cloak but for me it improved to Purple with an iLvL of only 620, exactly a 10 level increase instead of the 20 you would get if the same had happened as a quest reward from Superior > Epic.
     
    How do you get the ID to post a Member in a thread so that he knows that he was mentioned? I know the "mention"-Tag, but where can you see the ID?
