Can these procs stack?

Does Evil Eye of Galakras - Item - World of Warcraft share proc with Stone of the Elements - Item - World of Warcraft or do they stack?

Although Blizzard is one of the more open Game Companies in regards to game mechanics and what not, it'd be nice to see a tool tip on proc Trinkets that state they share a CD with X type. As an example if any Trinket with a main stat proc shares a CD with any other Trinket with a main stat proc, that kind of thing. Same could be said for Weapons and Weapon Enchants.
