99 druid for FC- guardian or resto?

Guardian obviously. Your profession don't really matter.

Take the highest Item-Level for each slot aka 615+ and the pandaria trinkets wih stamina. Warlords crafted Head, Chest and Legs. You should sit at around 350k health.

so not worth using old gear sets for 2 piece bonuses? i know its a loss of secondary stats but with the lower level they can have enchants and gems etc.
I've been mixing it up a bit while leveling on my druid and i get a bonus to stealth detection, +20% thrash and 15% movement speed while outside.
i think at 90 this set scales to around 240kHP
Also, is PvP power still a thing?

iLvL 600 or lower with Enchants and/or Gems are still inferior to iLvL 615+ stat wise, unless you use the new +75 gem on exactly iLvL 600 that procs a gem slot (cannot use Draenor gems on anything below 600). Set bonuses are a different matter entirely and can make up for the loss of stats from higher iLvL pcs if they work well with your spec/roll. The general reason for the 90 PvP Trinkets is the straight 15% damage reduction from Players. Keep in mind this too, the higher your average iLvL the VASTLY higher your armor will be in Bear. My 99 Shaman for example has 645 equipped and 38% armor in Mail. Just my 2 cents.

There isn't one single set out there which compensates for the loss of Armor (physical damage reduction), Stamina (it's the same as overall damage reduction) and the loss of 2nd stats (loss of even more damage reduction and or self healing).

PvP Power is still the strongest stat for DPS, it does increase your healing too but scales much weaker. So a FC shouldn't care about it.

Keep in mind that the goal is to stay alive as long as possible and to not get killed in a stun. So just get as much damage reduction as possible. And this is only achieved through highest item level in combination with both pandaria pvp trinkets aka 15% damage reduction on top.

You "only" have 639. The reason behind it, the armory shows it wrong 'cause they count the Timewalker Gear as 660 (605) and 675 (615).

Ok man, you do realize that the Armory updates every single time you log out right? And maybe, just maybe the last time I logged out I wasn't wearing every single piece of my max iLvL gear. There are a few pcs that I wear daily that are not of my max iLvL set because they work better for me in the things I do regularly.

EDIT: I'm well aware that the Armory shows Timewalking incorrectly and if you look at her Armory even without my max iLvL gear it shows a value much higher than I even think it's possible for a 99 to achieve, like 650+ or something.

I know. It shows 650 equipped (it is 639 actual) and 645 overall which is your real max. item level. I just wanted to be nitpicky a bit, no hard feelings. :)

The highest item level an elemental shaman 99 can get with all slots being advanced procs aka +30 item level on greens (+20 blues):
Head: 630
Neck: 632
Shoulders: 621
Cloak: 628
Chest: 623
Wrist: 632
Hands: 628
Waist: 632
Legs: 715
Feet: 623
Ring 1: 640
Ring 2: 630
Trinket 1: 715
Trinket 2: 634
Shield: 705
Weapon: 705
=> Item Level: 649,5625
 
Ah 649, I was thinking 648 would be the highest, good to know. Sadly the Helm for the final Nagrand quest didn't proc for me but oh wells.

EDIT: [MENTION=18179]MyPerfection[/MENTION], I'd wager that an exact iLvL 600 Belt that procs a socket (Tertiary bonus) that someone then placed a Living Steel Buckle on for (2) +75 gems (stupid expensive) would be superior to a 615 Belt or if said Player was lucky enough to get a Quest item to proc up. Sure you'd be down a little Armor value but +150 stat would be considerable.

how do I get the blues to upgrade to purps? i know about the crafted gear but do i just keep running randoms and hope the drops get bumped up?
War Mill for Quest rewards, doubles your chance (my guess is that goes from 2% to 4%) to improve the item from Green > Blue > Purple and add 10 iLvLs. Outside of that, run Skyreach until you want to stab puppies to see color as well as the Timewalking Dungeons for 615s (though they'll be Blue).

why not crafted weapon and pants/chest? the stage 6 crafted weapon is double the dps of the highest blue drop. don't want to hit like a wet noodle even if i am going to be maxing stam for d-fence.

'cause a tank scales with agility / 2nd stats and almost 0 with weapon-dps and on top of that a weapon doesn't have armor and is 10 item level lower than the other slots. Use a 590 / 621 or 705 weapon and a normal 615+ chest, you will notice like 0 difference. Using a 715 chest and the 621+ weapon, you will.

And if you wanna hit hard than use pvp gear anyways. The pandaria weapon is stronger than everything else.
Prideful Gladiator's Staff - Item - World of Warcraft - the pvp power alone on it increases your overall damage by 15% and your healing by 6%.
