What type of gear will be available?
Can it be warforged?
Can it have 3rd stats?

What item level does it have if you are 91 / 99? (I know that the gear will be 660 / 680 if you are 100.)

I thought it was 100 only?
No, all bc dungeons and raids can be joined at 71 and all wotlk ones at 81.

All Timewalking gear scales to your level. Although my Shaman wasn't 99 when the TBC weekend hit, I'm going to guess that 99 would be around 640. Yes they can Warforge, no they can't have Tertiary stats, they have the exact stats they did when as if they dropped at level, just scaled up to you. Most of the items I was getting had only 1 secondary stat like Haste, Crit etc and there aren't multiple types for each item, only the stats it originally dropped as.

That's not entirely true. My 100 hunter got Primal Surge Bracers with versa (originally spirit) and Cloak of Malice with versa (originally no secondary stats). My 100 priest got a Sigil of Shaffar with haste (originally no secondary stats). My 93 druid got a Cowl of the Guitless with haste and versa (originally dodge and pvp res) and Ring of Spiritual Precision with spirit and versa (originally spirit only).

It seems that useless stats get changed into something kinda useful for your class/spec. Not sure why the system added versatility on top of spirit on a resto druid though.
At 93 non-warforged ilvl is 550, which seems to be on par with regular heirlooms, so my guess is that the non-warforged ilvl scales the same as it does on heirlooms.
 
After doing several WotLK Timewalking Dungeons yesterday I can confirm that at level 99 the Timewarped gear you get is iLvL 605 with Warforged 615 (w/War Mill ofc). I still haven't gotten a single piece of gear with Tertiary stats on them, but I'm still looking. You can check my 99 Shaman in my Sig, she's wearing several pcs from yesterday's Dungeons (they show 660-675 on Armory), Helm - Gloves - Pants are what I got yesterday.

That's interesting because I know it effects Raid loot (at 100 at least). You gain an additional 4 iLvLs with a War Mill that you do not without it if the item Warforges.

Never heard of it and couldn't find any info on that. Do you have a source or prove that it does? Afaik at 100 it always increases by 6. I had a War Mill at Rank 2 active when i ran the timewalker dungeons at 96-99 today. *hmm*

Me and 2 fellow Guildees are my source. While in LFR as example at 100 doing any of the 3 Raids available you gain +6 when an item Warforges. If you have a War Mill you gain +10 (total) for an additional +4. The only reason I even found this out is on 2 of my 100's I changed to the Spirit Lodge when the Shipyards came out while a buddy of mine, who's in the same Guild, kept his Level 3 War Mill. I was only getting +6 Warforged and he was getting +10. Granted it's entirely possible that 100 is it's own unique thing for Warforging.
 
With WotLK Timewalking ending here in a couple hours I REALLY wish I had some of the luck that others here have had. After doing ~30 WotLK Dungeons and maybe a dozen TBC ones, I didn't get one single item with Tertiary stats on them like a few have noted they did. And this weekend I was only able to get 1 single item to Warforge, the Helm of the Lightning Halls from Volkhan in Lightning Halls. The really sad part is I got that helm as 615 Warforged 3 damn times.

Little update:

The vendor in Dalaran sells Neck / Chest / Gloves / Boots / 2 Rings / 2 Trinkets for a small amount of Timewarped Badges. Those items are all "warforged" (doesn't say it in the tooltip). So if you are 99 and missing some 615 items you can just buy them.
