Shadowfang BiS?

Hello Everyone!
I have been wondering, with all the new scaling and what not, what is the best in slot wep for rogues and ww monks @20? I've checked out the scaling index but there are many weapons that are similar to eachother. I've seen many people with Wicked daggers, Heirloom weapons, but also a few with shadowfangs. What weapon would a pure glasscannon geared twink have and what weapon would a more balanced geared twink have? Feel free to discuss the perks of each weapon.

For a combat rogue in PvE settings with no scaling, either Shadowfang or Axe of the enforcer are BiS for the main hand.

So basicly if I wanna make a combat rogue, SF mainhand and Balanced Off-hand?
