What level do we REALLY scale to?

I had my suspicion when a Wild Imp popped out in a BG. I thought "Wait, doesn't that become available at level 32?"
The bracket is 20-29, I assumed level 20s scale up to 29 to "balance" the level differential. HMMMMMM

Then I noticed I'm able to manually cast Seduction, but it seemed like blizzard changed the level requirement to 20. In MoP, the level requirement was level 26(I think). So I ignored that.

Pets are said to obtain higher spells at lower levels and cast them automatically. But, for some reason Seduction is only available to one of my warlocks. In the same spec and talents. Possibly a bug??

Then I noticed something interesting. It became clear, Heirlooms. I believe they weren't buffed, It's where the truth actually lies.

Thanks to Hashbrowns for creating the new scaling index. Heirlooms scale much higher than they should, and now are the best pieces for gearing.
So, I searched Wowhead for Grand Staff of Jordan and lowered the level bar to 29.

Here's the result:

(Level 29)
Grand Staff of Jordan
45 - 69 Damage
(15.51 damage per second)
+13 Stamina
+9 Critical Strike
+9 PvP Resilience
+51 Spell Power

Looking back at the Scaling Index. The stats were higher. So I moved the level bar higher until it matched...

(Level 38)
Grand Staff of Jordan
60 - 90 Damage
(20.27 damage per second)
+17 Stamina
+12 Crit
+12 PvP Resilience
+66 spell power

Every Loom is the same, go ahead and look for yourselves. However, I can't speak for greens or blues. How they scale is still a mystery.

This could be old news and I'm just late to the game. But god damn, my little mind has been blown.

EDIT: The only class I've tested are Warlocks. I have no idea if other classes are getting higher spells in BGs. I can only guess they are.

Dunno if this is helpful either way, but I'll just point out that wowhead's level scaling formulae for looms has always been wrong immediately after expansions.

Didn't know that. I still wonder why we're getting spells above 29.

EDIT: lol i just looked at heirlooms at level 20. I knew I was gonna miss something >.<

BoA I think has the level on it, I keep forgetting to check what it is in BG. How are you getting wild imps?! I hope I randomly get ice lance lol. They better not touch anything, Mage is so goldilock zone right now, it's fantastic. Also thanks for beating up on my affliction lol

Wild imps come out sometimes when doom ticks. But that could be false. I haven't really caught on yet. Too busy dotting everyone up. <3

I can confirm buggy Seduction. I didn't have the ability to control until I entered a BG. Now its added to my pet tab.

huh, Guess to unlock it you need to get into a BG and hope you get it on the way out???
 
Yea I seem to have it all the time now. Are you still missing on your BE?

I've actually been playing on my ally character since 6.0 hit. I noticed seduction after a few BGs then went on my horde lock just to see if it was available. Never gotten into a BG with my horde lock, queues took too long and gave up. >.<
 
My doom tooltip says that crits cause wild imp procs.

It'll be like snow white and the seven dwarfs. But with fireballs. and a lot of dying. and no kisses cause redruby queefs too much in BGs.
