I had my suspicion when a Wild Imp popped out in a BG. I thought "Wait, doesn't that become available at level 32?"
The bracket is 20-29, I assumed level 20s scale up to 29 to "balance" the level differential. HMMMMMM
Then I noticed I'm able to manually cast Seduction, but it seemed like blizzard changed the level requirement to 20. In MoP, the level requirement was level 26(I think). So I ignored that.
Pets are said to obtain higher spells at lower levels and cast them automatically. But, for some reason Seduction is only available to one of my warlocks. In the same spec and talents. Possibly a bug??

Then I noticed something interesting. It became clear, Heirlooms. I believe they weren't buffed, It's where the truth actually lies.
Thanks to Hashbrowns for creating the new scaling index. Heirlooms scale much higher than they should, and now are the best pieces for gearing.
So, I searched Wowhead for Grand Staff of Jordan and lowered the level bar to 29.
Here's the result:
(Level 29)
Grand Staff of Jordan
45 - 69 Damage
(15.51 damage per second)
+13 Stamina
+9 Critical Strike
+9 PvP Resilience
+51 Spell Power
Looking back at the Scaling Index. The stats were higher. So I moved the level bar higher until it matched...
(Level 38)
Grand Staff of Jordan
60 - 90 Damage
(20.27 damage per second)
+17 Stamina
+12 Crit
+12 PvP Resilience
+66 spell power
Every Loom is the same, go ahead and look for yourselves. However, I can't speak for greens or blues. How they scale is still a mystery.
This could be old news and I'm just late to the game. But god damn, my little mind has been blown.
EDIT: The only class I've tested are Warlocks. I have no idea if other classes are getting higher spells in BGs. I can only guess they are.
