glourious tyranny will give more damage on your abilities and auto attacks,,, but EF becomes superior if you dont have high uptime on the target since it can proc off of your poisons and throw... just depends on what you're fighting id say glorious tyranny vs melee EF vs ranged.... as far as staying on thread topic BiS rogue is debate-able since there are so many viable builds find one you like and roll with it
