I think that some of the Charged Gear will be bis as 29 aswell. Maybe not two but one.

Pretty sure Koegler's Ritual Knife from scarlet halls in the new BiS dagger for this 20-29 bracket.

As for the bracket itself, I won't level my 24s until prepatch is live. That is because there hasn't been any confirmation (official) yet AFAIK. Beta is just beta, even so close to release. Blizz seems to be far from finished with balance etc.
