Don't level. 24's will be 29 in a matter of several weeks. 39's run three times a week now. Look at the patch notes and see what class/race/faction will best suit your needs and plan for the future.

24 rogue is an extremely hard class to master. You have to get behind someone AND press ambush. (until WoD) So good luck with that. I think you'll find it challenging but rewarding, you should go for it.

I cant reiterate enough what many others have already said. Your gear at 24? Worthless in retrospect to the time, effort, and money put into acquiring it at level 19. You could go 20 for scale ups, but you would just be second string and should just make a new rogue and go get lost in gnomer. Furthermore this bracket, like 19s, needs less rogues if anything. Not to mention the addition of what could possibly be ANOTHER bad attitude (Chantele said something about spitting) in a bracket infamous for its hostility.
If you want to switch brackets because of activity issues, consider just shelving your 19 BiS rogue and rerolling a class/spec in the bracket that will promote better competitive teamplay resulting in an altogether more healthy and fun bracket. A rogue is a fine reroll, as long as you come with a healthy attitude and play objective based gameplay, instead of being a KB-Whore or somehow think you have even a semblance of skill because you camp f2ps.

rogues (P2P) are really good at 20 due to scaling, imo they are stronger than 24's in BGs. your shadowfangs will +scale at 20, whereas at 24 they don't.. freaks shadow priests out when they get blown up by a 20 rogue, some have also QQ'd that the 20's are damaging them more than a 24.
if you feel like you have to go to 20-24 for activity, i would not pop the rogues you have if you are going to 24 since rolling a new player is rather fast., AGMs are no longer mandatory or gamebreaking like years ago, they really don't matter as much since the absorption nerf, one tick of anything and bubble is gone. you get more out of the health boost BOA battlemaster type trinket..
we have around 2 months till patch 6.0, either then or in WOD, bracket is going back to 20-29. so putting a ton of work on a 24 or popping a 19 to 20-24 would be a waste, until the BGs roll we won't know scaling, impact of glyphs at 25 and some talents at 26.

Honestly guys it's not a cry for attention. I really feel like the bracket is gone. Remember coming into games down 0-2 and being one of the only tinks on your team? Remember having to carry the undergeared non tinks to victory? I kind of feel like 24 is just like the old 19s was. The f2p aspect gives soooo much more activity. I also remember being not twinked, before I even knew what twinking was. Getting rolled over and over was what inspired me to make a twink. Quing into the people who are trying the game out could even inspire them. Who knows?

Right now is the time to just settle down. You have 2 months, less, because 6.0 will be prepatched in around a month or so and that itself will change the game, and therefore the twink brackets, at an extreme scale.
Theres no reason to level now, the cost (your 19 BiS) is high, and the payoff is not only an unknown, but is so much so subject to change that while by leveling you might get to play in an active bracket for a month or two, none of us have any idea if come Warlords, 19s will be much more lively than they are now and you'll just be wishing you had waited (they are pretty lively when you get the right people in there).
As a friend who spent most of his time in Florida once told me, when you know a storms coming you dont start planning picnics and parades, you batten down the hatches and weather through, deciding what you will do once the variable has been fully understood and can be worked around.
