Restorative Amber scaling

so i recently visited the Klaxxi vendor again for these bad boys, Restorative Amber - Item - World of Warcraft .

and i notcied this:

I havent had a chance to check this out but does it still restore full mana/hp in one second like it used too or does it now scale?

It restores full health on my 21. The tooltip has always been inaccurate.

its pretty easy to grind the boa rep tokens i got about 30 saved up but i been inactive so i havent used them for my 19 so hopefully when i am active agian ill put it into action

Pretty sure the amber was nerfed ages ago coz when I tried it there was barely any hp regen iirc. Still surprised this bracket hasn't degenerated into everyone using boards though tbh.

Edit: On the amber I'm pretty sure it still gives you instant full mana unless was changed recently.

I believe you only get 800-900 health. I suppose the only way to get honored with Klaxxi is by championing them. The turn ins for rep require level 90. This still may be an efficient way to get mana back if you HAD to have it.

You kill scouts/warbringers on main in Pandaria, get the insignias, send them to twink, use them, get around 2k rep for each (if you have bonus I think), get honored, go buy you ambers = happy fking?

Grand Commendation of the Klaxxi - Item - World of Warcraft is available at revered. And with it on a toon, you get 600 + other bonuses reputation daily, when you choose a random instance.
When scaled to a low level, such as 19, the amber only gives you 400 health, however it will restore you to full mana instantly.

The instance rep is weekly, and have you tried the amber on a lvl 19? Cause several ppl has reported that the tooltip is bugged for other brackets
