Just out of curiosity how does this work? Do you buy an account with one on and then merge it or?

You either buy the entire account, or make a new account and then transfer a character from the main account to there with the heirloom. Then if you want the character on your own account you'll have to try and name change the intermediate account.

Also [MENTION=22378]NoLemon[/MENTION], out of curiosity, what would you pay for a Leather Head Loom (Agil version) with a 14 stam 5 dodge enchant (scaled down)
