Could only select one. Weekly pugs would seem the most realistic, as people will make a point of attending them. Arenas can be fun in the off time. My guild has started to do 2v2 arenas when we have enough people on which is quite fun.

With the new Cyclone patch 3.3.5 19 twink server having been released yesterday, I'm sure there are some people who have shifted their interests to that, including myself. I think it's best to wait until the summer when the majority of people have more time in real life. I believe the reason there was a month of high quality games in December/January was due to people having more time to play during the holidays.

I feel as though weekly scheduled games with the intention of merely enjoying 19s are certainly doable
