Dancing Steel nerf?

I was wondering if anyone had noticed this, i have a level 15 WW monk with 2x bloodied dancing steel enchants and it is only giving 14 agility on a procs? i dont know if this affects Dancing steel too? maybe its because its the red glow idk, i was wondering if anyone knows why (cos i presumed that level 15-35 scalings were all pretty much the same since the change in wotlk?) maybe i dont know what im talking about anymore i just want an answer, thanks ^^

Its something with the Bloody Dancing Steel and Spirit of Conquest enchants, but they do not scale the same as Jade spirit and normal Dancing Steel under 85 or something...
