I've been back a few weeks and have noticed that IX scrolls are out of control in some brackets. I've seen it mostly in XP ON brackets and the 20-24 bracket. In the 4-5 XP OFF 19 bracket games I've been in, I haven't seen any... which surprised the eff out of me. 
I leveled from 10-19 in the XP ON BGs (new 19 twink), 19 to 31 and 19 to 22 in the XP ON bracket (making a couple new 39s).
VS Scrollers
So here's what I have been doing. Before the game starts, I do some recon using battleground targets, identify the scrollers and pray we have a shammy. If we do, I urge the shammy to purge the enemy scrolls asap! If we don't have a shammy, I try to rally the team to focus thes scrollers. In the XP ON BGs, killing or purging the scroller results in them afking 40-50% of the time.
If we have Scrollers
If I am on a healer, which 2 of the 3 toons I have been leveling are healers or hybrids, I won't heal them until the other team kills them. I know this sounds like a dick move, but I don't want scrollers on my team either. Last night, I was on my 22 priest and a hunter on our team had agi and stam scrolls. He had 20k damage in the 1st 2 minutes (I had 10k damage on a disc priest legitimately too). He had 4100 HP. I didn't heal, he died trying to be superman... He raged at me. Oh well. He didn't afk, I started healing again, and we won 3-0.
Hypocrisy
I will admit that I have entered 1 single WSG with scrolls. I was part of a 5 man of 24s and we were scrolled by one of the members of the group. I didn't click them off and played a game with them. I haven't had a scroll since. In another note, props to #livingforce for clicking his off in that game.
