I play F2P. I wouldn't want to play this bracket ever, the arrogance, elitism and just plain foolishness is mocked upon by everybody else. Would be an embarrassment to be involved in the 19s.
I was hoping to see some video's of these so called 'top Mage's'. Cause all I see is chit chat and no video's... a shame really, would love to see these 'amazing' mage's like Uraflamer etc on YouTube.

He has some fair points though, 19s is mostly what he described it to be and it is partly the reason why no one is willing to contribute anything meaningful to the bracket anymore & why most people don't give a fuck about the bracket

The reason why the 19 bracket is quite inactive is because most of the bad players couldnt handle the meta and moved to f2p instead.
If people can't man up and try to improve when others talk down on them then that's their issue. They have the possibility to move to the active f2p bracket where everyone is nice and noone even thinks about improving. There is a reason why you see most good players "flame/rage" on the worse ones. The better players have obviously been "flamed" by better players some time, but actually took it as advice and tried to improve their gameplay instead of crying.
The 19 bracket is so many levels above the f2p bracket. F2p is hardly competitive at all, so it's difficult for the players in that bracket to improve. Competition is a major mechanic in evolution of all sorts. Be it evolution of economy, politics or the skill level in the 19 bracket in WoW. In dictatorships where only one political party is allowed, the party doesn't necessarily need to please the people. It's only time-wasting since they remain in a governing position either way. If there isn't any competition, there are no reasons to improve.
Partially true I think. A good majority of players in this bracket have hugely inflated egos, and instead of constructive criticism and guidance to help those sub-par or new to the bracket players, they usually just rage at them in game or make sure everyone on the forums knows how bad they think those players are. There are far more comments like "wow omg so badx huehueh get novaed scrub lo0l0ol trashe bucket player" than there are like "hey, looks like you could benefit from this guide, read up on this forum and follow this gear advice, check out this youtube video for some cool tips on improving your play".
Of course part of this is the player's fault too, there will always be idiots who refuse to take any advice and think they're the greatest thing to ever play the bracket, though the insulting and raging is far more common in this bracket than helpful advice.
First of all, most guides are for complete newbies that don't even know how to gear or what "rotation" they should use in PvP.
Secondarily, I've never seen anyone take friendly advice. You have to point out their mistakes in a way that makes them listen. Giving them an angry/irritated message that tells them what to do is required in order for them to realise that it was horrible and shouldn't have been done. From that point all it takes is practice, which shouldn't be too hard considering a lot of good 19s are willing to duel/arena in case WSG doesn't pop.
Of course there are exceptions, but what's wrong with flaming? If people don't want to get flamed for being bad, they will obviously try to take criticism and improve so they won't get flamed again. Sure, you can hurt someone. And some weaklings might actually want to quit the game after getting flamed (which would result in less activity), but I don't see why anyone would take offence from a random player in a video game. There are worse things to worry about.
If you want concrete proof, look at the EU bracket. HSA, and Carebears all have a lot of players that never seem to improve. They are also very nice and don't tolerate flaming at all, or so I've understood (at least HSA). On the other hand, guilds like TL do by far have the greatest quantity of quality players, but do you see them exhorting friendly attitudes constantly?
