expertise is a stat as f2pers we dont get to see alot of and is only present in formans gloves and the item 3 piece set burnouses of the armor of the fang.
personaly i dont see any people running with the 3% cap or for that matter any expertise at all.
trolls and dwarfs have a little considered 1% expertise racial, and along with the other troll racials makes them a bis race choice (if u can stand how ugly they are).
so is it worth capping expertise? in my opinion yes, here's the numbers
formans gloves : 5 agility 5 expertise over Naga Battle Gloves : 7 stamina 7 agility thats a loss of 7 stamina and 2 agility stamina for 5 expertise
foot pads of the fang : 5 agili 5 stamina over standard issue prisoners boots : 8 agility 5 stamina, thats a loss of 3 agility
belt of the fang : 6 stamina 4 agility over vigorous belt of the bandit : 5 stamina 5 agility 5 critical strike thats a loss of 1 agility 5 critical strike and a gain of 1 stamina
leggings of the fang: 7 stamina 7 agility over (A) aluwyn's leggings : 10 stamina 8 agility (H) smelting pants : 4 stamina 8 agility 4 critical strike (A) a loss of 3 stamina and 1 agility (H) a loss of 1 agility 4 critical strike and a gain of 3 stamina
so overall for your expertise cap thats a loss of 7 agility 9 critical strike and 3 stamina and a gain of and 9 expertise
also bear in mind how your stats scale
1 Expertise: ~0.406% Expertise
1 Crit: ~0.232% Crit
1 Agility: 2 Ranged Attack power
~0.08% Crit
~0.14 Damage Per Second
~0.11% Dodge

I don't think stacking expertise is meaningful/efficient until the scaling bug is fixed (unless you are arena only).

Honestly get all the gear and make multiple sets for any occasion.
 
Feel free to add a mention where you got all your stats from next time...

3 armor pieces is not worth the stat loss. Only one that is worth it is foreman's cause honestly stamina isn't that important once you get to the 1500 mark and 2 agi is small enough plus the effect of 5 exp is clealy visible in bgs. Plus a troll or dwarf is exp capped just with foreman's anyways.


To answer your question though alot of people aren't geared for exp for 3 reasons. 1) they don't care 2) they can't get the gear 3) they still follow the simple and old "BiS" setup

in my opinion it really depends what class your playing and more importantly what your playing against as R Prime said you need a several different gear sets for different situations.
i use the all the expertise i can get whilst fighting rouges and in areanas vs rouge druid combos i will probably use the full expertise set over anything else
 
Only class that Expertise is really of any value you to is Hunters, and the 5 from foremans gloves is enough, the rest you sacrifice too much for it.
