They are really trying to make frost bolt viable again.

Water Elemental's Freeze will no longer root... it will just give the increased crit chance as if they were frozen, known as the Fingers of Frost effect.

Where does it say that water elementals freeze no longer roots the target?

All I could find was:

Water Elemental

Freeze no longer does damage and only provides Fingers of Frost on a successful freeze.

So it should still root, it just won't do damage?

This actually makes sense. Why else would the ability still be called Freeze anyway?
 
Never really used it for damage anyway. As long as the utility stays, we're good.

Dax confirmed from the ptr that Freeze still breaks rogue and feral stealth it just doesn't deal damage anymore, it still procs shatter as well.
 
What you guys thought was a nerf is actually a buff. The fact that elemental freeze doesn't do damage means it won't break cc.

Why in the serious fuck is blizz nerfing arcane mages.... Their not even close to OP in any bracket

Arcane Blast's damage has been reduced by 22.2%
Arcane Missile's damage has been reduced by 22.2%.
Arcane Barrage's damage has been reduced by 13.6%.

I think ideally they are trying to see it used more because at level 90 it was just no used usually Ice lance+ Deepfreeze, Icebomb= Done. (A pile of instants)

This new amount of damage, might persuade people to use it more often, for me and any Frost mage for that matter it is being used regardless :p

Glad to be wrong about water elemental freeze. That doesn't seem so bad. And I personally like the change to frostbolt. Won't feel as much pressure to keep it on the same target just to get a little more damage. The old design was counterintuitive, you'd have to sacrifice damage to snare multiple targets. Whereas some people might like this counterintuitive complex decision making, I always just thought it was unnecessarily silly and a bit of an annoyance.
