Since last time I checked it up on WoWhead it has changed to:

This quest was marked obsolete by Blizzard and cannot be obtained or completed.

So is it not obtainable at the moment, anyone knows? Just though I would ask before going there on my new rogue

The quest is fine, it was a little glitchy to get the quest starter drop a couple patches ago, but there is no problem now.

I've done the quest three times in the past few weeks.

You clicked on the wrong one. There's another Diabolical Plans on Wowhead without that error.

The "neutral" version of this quest was never put in the game. If you check you will find an alliance and horde version on wowhead as well.

Almost all of the posted information was blatantly wrong; hearsay by people who were too lazy to just go do the quest.

Even whilst the drop rate of the quest starter was "glitched" it still dropped after around 100 kills. Nothing was ever GF about it despite MANY post on this site saying exactly that.

Even though GM's replied to tickets saying that they knew the quest was bugged and they reported it to the Dev team? Pretty sure it was GF'd on Horde for a certain amount of time.

It is supposed to drop inside ~10 kills or so, I tried to get the quest for 50 kills on 2 diff chars and Viotin tried like 100 kills and it didn't drop. Maybe you should have just confirmed that it's not glitched when the glitch was around and post a pic or something.

It was glitched and did not drop for horde, i were farming those demons for over 2 hours killed way more then 300 of them and didnt get plans to drop lol
