Panda's get food buff which could increase agility if im not mistaken and they have a sleep which is like gouge and a interrupt
And obviously nelfs have shadowmeld which is like a vanish and increase dodge and +so much agility

BUT which one would you recommend?
and your reason why.

Go panda, I hate night elfs.

Roll gnome. Because gnome

Don't forget that hemo will be breaking your panda gouge if you're sub. Doesn't make it useless, but it does make it a bit more situationally useful.

Panda, gnome, worgen, human and nelf are all solid choices. It really comes down to your personal preference/playstyle and which abilities you feel you'd best take advantage of. I'd probably go with worgen though right now. Darkflight is crucial for ToT against druids.

Gouge isn't as usefull as you would think. Its basically only an interrupt, since the effect is broken by your poisons.

NE isn't as good as it used to be aswell. You got your vanish, which is certainly usefull for again a little more burst. But dodging an attack (how for example high rated arena teams started Vanishing a Blind) became less needed because the burst - healing ratio is a bit fucked up.

So what's currently's Rogue biggest problem? Their burst seems fine. Control is lacking, but Pandaran stun won't really help that. It seems to me either Worgen or Gnome will be your best shot.

Please don't roll rogue .... too many of them esp ally side (prob due to alliance hunters rerolling horde healers) roll something else ....but if you insist worgen would be the better choice darkflight can be a game changer yes shadowmeld is snazy and food buff is good .... but with sprint removed at this lvl darkflight is the only non speed pot speed increase
