There is no other excuse for playing in 20-24 bracket as 24.

There's two reasons people play 24s, first, queues actually pop, and second, they have an advantage over the majority of other people. That's how 19s first began, and the reason Blizz created XP off BGs. The reason they made level cap by account, 20, 60, 70, 80, is to prevent people on old accounts in Naxx and other raid gear destroying levelers. 20s are an unintended consequence of that decision, but not one Blizz plan to change.
If 40-44 started popping, I assume it has zero activity in XP off right now, then 44s will start to surface. Of course if 20s, 60s, 70s 80s, had their own bracket, all of this would be solved, but that's not going to happen. I do find it interesting that starter accounts were restricted from turning off XP in 19s, and presumably 14s, but 20-24 was left completely untouched. Basically, starter accounts are there to give people a taste of the game, in the hopes they will start giving Blizz money. Blizz don't really want people twinking 20s, even though I'm sure they knew people would.

Honestly, this is a horrible idea. If they do this, they should atleast raise the proff cap to 225 or something to give us some sort of way to counter the 44s.
Blizzard has no reason to do this. They want us to pay for the game, not sit on a trial forever. They only made it unlimited time so people can experience the game for real (That's what MMOs are about, experiencing it for as long as you want, right?), since the casuals only play a few hours a day, they would have to time to do anything at 20 before the period was over. They would laugh if we asked for a level cap raise.
24s are not too bad if you are a good player. Why ask for a raise to crutch on better gear, when the 24s will just go 44 and get better gear. It'll be the same thing. Grade 5s bullying the Grade 1s.
